Graphics Card with TV Out for SFF Media PC

Hi

I have just started turning my old iDEQ 200N (AMD XP 2100+, 1GB DDR, 80GB HDD, DVD ROM, Windows MCE 2005) into a dedicated media PC for my uni house next year. it will replace a DVD player, Freeview box and sterio in one nice shinny package. Ive got all i need except a graphic card (the freeview card is in the post).

Ok, so what I need is an AGP graphics card with a TV out (perferably new, you get all the cables that way), that will only be used for outputting media centre (i.e. no games) to a TV. Ideally it would be passively cooled to reduce the noise of the system.

So, suggestions please? So far I have a Radeon 7000 64MB (Passive) or a GeForce FX5200 128MB (Fan) in mind.

Anyone else got a card doing this job they could recomend?
