Graphics card wont run at full speed.

so for reasons ive gone back to my old radeon 5550 card. the gpu core should be at 550mhz and the ram at "3800" so 950mhz but its not.

its being reported at 400 and 900. i once set it to that years back as i didnt like how hot it ran (its fanless) but it seems stuck at that speed.

ive tried afterburner but it makes no difference to the speed its running at and in catalyst it doesnt do anything either.

can anyone help?

crap whatever ive done now it wont move from 400/900. no downclocking when not in use.

nope, ive had the card for a long time so i cant say ive never ever done it, but i dont remember doing it and if i did it must have been years ago

removed afterburner and asus gpu tweak. seems back to normal and..... ive seen gpuz report it clcks up to its propper 550 /1000 speed that it should but only for a second or two.

could it be that the thermal throttling levels has changed in a driver? if so is there anyway to change that? as a fanless card it runs very hot compared to normal cards.

Edit: no it seems its just again sitting continuously at 400/900 with 0 gpu load. sigh.
