Graphics/fps stutter

Just built a new rig after being out of the loop for a long time.

I'm having issues with graphics in game, not sure if it's fps related or dpi on my mouse? I have all games on ultra quality and everything is fine until I start looking around. Walking in any direction isn't a problem, just as soon as I look around it gets jumpy or jittery. I use xpadder for most games with an xbone controller. I've tried adjusting the sensitivity of the stick, changing dpi settings in roccat Tyon program. Nothing works.

Fallout nv was a problem until I added anti stutter.ini

Rig setup
Windows 8.1 64
Asus gene vii
Intel 4690k 3.5
Gtx 970 strix
256gb ssd 6gb/s
GSkills Ddr3 4gb 1866 x2
650w semi modular psu

Viewing on a 42" Bravia capped at 60hz

Nothing overclocked yet as I'm waiting for a wc unit.
Just about to run a benchmark test and will post results

Fallout/ bethesda engine games are notorious for this. Look into "iFPSClamp=60" fixes. goooooogle it.

Ethan Carter game is UE3 engine and also can have stutter issues without ini tweaks and faffing around.
 
I fixed new Vegas with the .ini

surely there is a fix to sort these for issues without tinkering with each individual game?!
 
Download MSI Afterburner, leave it open when gaming and if you feel that "lag and stutter" close the game and go check what the % is for GPU usage.

I have asus gpu tweak and monitor installed. Is that not the same thing?

On asus monitor, gpu is running at 75*c, 99%, VID 0%, FB 82%

Nope. Many games require specific tinkering even today. That's pc gaming for you :D

I've recently gone one fast as fooook card (titan X) from 780Ti SLI in a bid to further eliminate all stutter and microstutter issues. It's helping :)

Has it eliminated all stuttering? im in this predicament now and close to picking a titan x up tomorrow if it does :P

It hasn't eliminated all stuttering 100%, but it's much much better for most of the games I was having issues with. This was specifically SLI and Gsync I was having a few problems with though. If I just used one 780Ti I was fine, but it didn't have enough power for my needs ie I like to run above 60fps at 1440p these days. One TX has sorted that.

If you're just using one card and you're getting stuttering it's something else that's the issue, or simply the specific rubbish game engine as mentioned.
