Graphics Upgrade on a Budget

It's been there since I built the PC, which is probably about 4 years ago.

I should probably overhauil quite a few things on the PC and do a proper job of it :)
If it can still handle the 5850 without issue, then the the 970 should be fine as well, as both cards's max power consumption should be around the same at peak...but for the peace of mind, you should really get a better PSU sooner or later, if you do go for the 970.
 
You have been running a 5850 with 1Gb of ram, with your currant machine spec, I would just buy a 960 and be happy. It will last you probably just as long as the 5850 has, its at a competitive price and it will run in your currant system without needing to change anything else.

If you prefer AMD then the 285 is also a good option.
