Where do they appear?
Do you play games? If so, do you get the green pixels in game?
Do they appear on the desktop?
General stuff:
Check and reconnect the video cable, make sure it's properly inserted into the graphics card and the monitor.
If you still have trouble, reseat the graphics card, reinstall drivers etc.
If you're still having trouble at that point, then you might have a problem on the graphics card. Will await your clarification though before suggesting anything further
hmm sounds like a stuck pixel on the monitor (specifically the green sub-pixel). You won't see it in any colours that use lots of green (e.g. white - uses full green, red and blue), but it will be most obvious on a black background
If you can, try testing your pc out on a different monitor as Coldzero said.
Check your graphics card temps make sure the fan is running, artefacts are caused by heat, but it could be a broken card, Iv bought 2 ATi cards which I had to return because they were faulty, Or of course it could be your monitor
