As title really...besides replacing the toilet, is there a DIY fix?

I have tried pouring bleach down there and leaving it for a bit, trying it a bit but unsure how hard i should do it without damaging the basin so...any thoughts?

I did try googling but either i am out of practise or there isn't much out there. :o

As above, gloves on, drain the water and then scrape it off. But a bigger question is why someone tried to dispose of it down the toilet. Even if it had flushed away it would have risked blocking the drain over time. Never throw old grout, plaster, cement, etc down the sink, toilet, bath or other drain.

I'm not sure if you really mean grout?!
WD40 is part solvent and will shift long standing grime and limescale and stuff
