GROWL Software

I believe that Mac can have a software called GROWL which looks very good. I am wondering if there a similar software for Windows~?

I believe what it does it alert you when things are completed such as downloads, Emails and what ever. As I am deaf I am looking for a feature to alert me when things are completed or arrived to my inbox. I know on Mac the screen flash when emails comes in.

looks like theres a program like that called "snarl" for windows,i dont know if this helps
