GT1030 vs GTX1070 in terms of multimedia performance?

I don't actually play games anymore, so would a GT1030 do things like run 4K video on YouTube and video players with the same ease as a GTX1070? Or is there a multimedia difference/benefit between the two cards.

I sold my GTX660 just before the Bitcoin craziness and am stuck with a HD5450 but it often lags sometimes when loading videos.

I have an GT1030 in my HTPC, plays 4k 60 videos with no problems.

Okay, thanks. So apart from horsepower (processing, memory, etc), they are identical or does the higher end cards have extra features?

I just read, "Nvidia requires a GeForce GTX 1050 graphics card or higher with at least 3GB of RAM to stream 4K Netflix videos."
