GTA 3 - Low Framerate

Playing GTA 3 ( definitive edition remaster )
Stays at 60fps for the most part but now and again drops to like 50fps and then lags slightly.

Really annoying. Any work around for this ? GTA 5 plays smoother than this !

3060TI GPU
3600 CPU
32GB RAM 3600Mhz

Restricting to 50fps didn't do much but lowering some settings has helped
