Anyway, I've no idea WHY, but GTA simply won't apply vsync. In short, this is what I've tried:
Vsync in game
Vsync in Nvidia CP
Limiting fps
Half Vsync in game
Adaptive vsync in Nvidia CP
Changing monitor between 59Hz and 60Hz
The only way I got it to work is windowed/windowed borderless, but it's super choppy doing that.
I'm at my wits end, it seems, in fulscreen, even though I'm well over 60fps, it simply will NOT apply vsync... At least to my monitors refresh rate, the fps counter reports back 59.9 fps 99.9% of the time. Yet there is still terrible screen tearing!
