Small point people... This games often uses less than 10% CPU usage on my i7 quad.
I monitor the usage on my second display. My quad just sits there almost asleep with CPU usage sometimes dropping to 4%. It's nearly all about GPU, Gurusan is right. And if i have my i7 at stock or over 4GHz theres NO difference to gameplay.
Some games have a slight difference with a quad but if you have a high clocked dual core it's easily enough for GTA4.
I run this game at 2560x1600 on the highest possible settings, and highest texture settings by disabling the in game memory limit. I get atleast 50FPS with a GTX295.
Long story short, you need a decent CPU, but a good graphics card with more than 512MB.
