GTA4 performance

I swear I used to get a constant 60fps on this. Fired it up tonight and I'm hovering around 40 - does anyone know if the latest nVidia driver would have decreased performance? What frame rate would you guys expect from my rig on this game?

EDIT - by the way I should mention the reason I fired it up is because I was trying out a new FXAA injection mod (works in any Direct X game, potentially) - and can confirm that it does work! But that isn't the cause of my framerate drop, as even without those files its the same.

I have the same problem, after a fresh OS install my FPS is all over the place, used to get a constant 60, now the vsync sticks at 56 rather than 60 and as soon as any minor action takes place, turning a corner in a car for example my fps nose dives down to the mid 20's.

The -restrictmem xxxxxx command might work for you, the individual codes are up in the steam forums, its something I can't use as I have to use -norestrictions to actually get the game to post in anything above min spec.
