GTAIV not loading?

Thought I'd reinstall GTA IV and try the patch in anticipation of picking up the Liberty City Episodes at a later date. So, installed the game and then patched it fine. Social Club was removed as expected.

Now when I try to launch the game from the desktop icon I get the new social club logon. If I either try to logon and launch or play offline my cursor changes to a CD for a few seconds and the DVD drive spins up and then nothing.

The game worked fine on the same hardware a couple of months ago. The only change is re-installing Windows 7 since. Can't seem to find any other reports of this issue online. Anyone able to help?
 
I had cases where it refused to start and CD cursor thing showed up and disc would just spin and spin in the drive. Taking the DVD in and out fixes the issue for me, although this may be something different.
 
On this topic, is there a simple way of actually getting the rockstar resource hog loader, not to load each time windows boot?
I can't find a setting within it, or within windows, and would rather not have to disable it in startup. Can't it disable itself?
 
Can't remember off the top of my head but there definitely is a way to disable it starting with Windows. Latest patch removes the need to have it running beforehand too and only when you start the game.
