That's not right at all, do you have geforce experience installed? If so try going to settings > general > then move the slider for share off. This solved every fps drop issue my mate had on his 1080. Failing that you could do a new clean install of the drivers and see if that helps.

oh yes I always turn off all the GE share and shadow-play stuff (just remember that they will auto re-enable again after each new driver update so you will have to do this everytime its a bit of a pain really) :(
 
Make sure that the icon is grey and the slider is in the off position, if it doesn't go off try clicking it rather then sliding it and that should work :)
