GTX 1070 Palit Jetstream 1 fan running loud, other not moving

Hi guys,

So recently I have been getting incredibly loud fan speeds, finally managed to narrow it down to my GPU fans. Basically 1 of the fans is running at full speed (not even at full load) when the other doesn't kick in until power and heat begin to rise which I imagine is the normal behavior. Any idea how I can sort this out? I don't know why one of the fans has a mind of it's own and sounds like a god damn airplane taking off. I have tried adjusting the fan speeds in MSI afterburner, thundermaster (palit) & in the BIOS to no avail.

Don't really know what to do at this point but it's hella annoying.
Any help would be much appreciated, sorry if I've been a bit vague.
 
Honestly i am not that familiar with graphics cards fans but off the top of my head it sounds like the pwm signal has failed to one of the fans. This would cause it to run at 100% all the time. This could be the fan itself or a wire running to the fan. Either way it sounds like it's going to need repair. Fans are a pain with graphics cards because they are very difficult to source. Your best option is to talk to Palit.
If all else fails I have seen people attach conventional fans to the Palit shroud ( which is ideal for attaching things to!) and drive them from such things as a Corsiar Commander Pro. Need to be a bit handy with a Blue Peter yogurt pot computer kit though.
 
If it's out of warranty, just dump the Palit shroud and fans and strap a couple of 120mm Corsairs or Noctuas to it. Job done.

And if it's still in warranty, RMA it, although I'd be tempted to just do the above anyway. Mine was still in warranty when I did it, the results are quieter and cooler card.
