GTX 1070 to 1070 ti overclock?

How many Mhz on my core and memory clock would I need to add to get comparable performance to a GTX 1070 ti?

Around 20 percent... But unlikely to work, maybe use around 9 percent and also up the vram speed.. Watch a YouTube overclocking guide.

But a lot depends on your make and model of your gtx 1070 as it might be factory overclocked, limiting any extra gains, as some of the potential overclock has already been applied at the factory.
 
Unless you have a custom firmware or model that has increased power limits out the box you won't get that high overclock before the boost is getting knocked back by hitting the power limit even if you have good cooling and a decent overclocking core.
