I've been having an issue with my PC where whenever I use the keyboard or a controller to move a character in game my whole screen goes slightly laggy. The problem is, my FPS is staying above 60 (most of the time) and so there shouldn't be any lag. Say for example i'm walking along the pavement in GTA Online at 85FPS, as the chracter walks forward there everything goes choppy without a drop in FPS.
Can running a game on a 144hz monitor cause choppiness if the GPU can't keep up with 144FPS?

I7-6700k (base clocked)
16GB DDR4 RAM (overclocked)
H90 CPU cooler
VIII Hero Motherboard
supernova 750W GOLD PSU
AS VG248QE monitor
