GTX 280 power issues?

I've recently been getting issues with my PC. Fairly frequently (a few times a day) the monitor will go blank, and claim it is not receiving a signal. Th computer appears to still be running. At first I thought this might be dodgy RAM so i exchanged it but it's still happening. I noticed that when the error occurs, the LED on the back of my BFG GTX 280 gfx card turns from Green to Red, indicating power issues.

The PSU i have is brand new and is a Corsair 650W TX SERIES ATX PSU.

Firstly, does this sound like a PSU issue or a gfx card issue?....and second, is that PSU sufficient to power the gtx 280?

cant really say its hard to tell

if you have another psu then you could try swaping it in? or test the gfx in another pc?

when does it do this? is it under 3d load or just when the pc is idle or when the pc is under load but the gfx isnt?
 
most often happens during games....but also sometimes happens in windows, usually when playing a video or sometimes even when just running memtest etc.

I want to send the PSU back to get a replacement but corsair say that if they can't fault the returned psu, they just send it back, and seeing as its an intermittent fault, i'm not sure if they'll deem it faulty.
