GTX 460 50% GPU usage in Skyrim?

My housemates PC has an odd issue with skyrim with heavy FPS dipping and the GPU usage appears to be the problem behind it. Really not sure whats the cause of it so having to ask on here.

Tried the latest WHQL and the newest BETA drivers and its still the same. The latest version of MSI afterburner (beta 8) suggests that the GPU usage is around the 53% mark, which is odd as its not doing 60fps at the time, yet when it goes over 80%, hes back at the 60fps vsync mark.

Any ideas?
 
If you read the article on Toms Hardware it will give you an idea as the kind of performance you can expect from a GTX460 but saying that Skyrim needs a highly clocked daul core CPU in order to get most out of it.
 
I've been playing Skyrim, kinda strange. Have a 460gtx and I have all the settings on absolute maximum at 1920/1080 and it plays fantastic.. Dont have any issues at all tbh.

That's the annoying thing it seems to be completely random but I have noticed quite a few 580/570 users are reporting issues.
 
generally if the GPU isn't getting close to being maxed out, usually idicates a CPU bottleneck.

might be best to check if theres anything running in the background that could be taking some cpu power, or checking how much is actually being used by the game.

perhaps skyrim is struggling to make use of seperate cores so its struggling for processing power
