I'll try the settings tonight and play about with other drivers. I've noticed poor performance using the 266.58 driver. Might give the 266.35 a bash and see how that copes. It's the freezing and screen tearing without vsync that's getting to me. Only thing is when the fps dips it's like people are on speed hack lol!

One other thing I noticed and couldn’t understand? Why does windows 7 only give you a refresh rate 59 on 1680 by 1050? In game that is. But it gives you the 60 on the desktop Hmm.. Using VSYNC forces 60 refresh so I’m not sure if that 1 is causing slight lag as well.

Ok gave the setting a try but the lag got worse so I decided to remove the VSYNC and it's running ok. You buy a new graphics card to get better eye candy and you end up cutting the graphics down. Kinda a shame tbh but if I can frag again it's not all that bad. I'll continue to for answers and keep everyone updated.

Just weird more people arent having these problems.
 
Vsync matches your frame rate to your refresh rate. So if your monitor has a refresh rate of 60hz then your frames will stay at 60fps or lower (but never higher) this is to make the game smoother as if your frame rate is higher than the refresh rate you get tearing causing the lines your seeing.
Tearing is caused by the frame rate rendering the frames faster than the refresh rate can keep up causing the top half of the screen to be different to the bottom half or vice versa. vsync equals it all out.
This is why if you get tearing you should use vsync or get a higher refresh rate/Hz monitor. It also happens if your frame rate is minimal and the refresh rate is too high for it to keep up.
Not all I've said is spot on as I'm typing this from memory and it was ages ago I learnt this but you get the jist.
