AIDA64 Extreme Edition
System run without load (no games, no heavy prog)
Mo celsius ok, CPU ok, HDD ok
GPU 79c :(

loaded VGA under stress by the game max settings
GPU 92c

My question is, can I decrease heat level for the GTX 470?
may good radiator+hydro cooling, but which in practice good n easy to fit also no liquid leaks
don't wish to happen DMG as my new system cost me £800

79c with gpu at idle is incredibly high! Is that definately with no load on the GTX470? Just be sure by running a virus/malware scan. Load temperature of 92c is fairly typical for a 470 though. The Gelid Icy Cooller is very good, i had one on my 470 and it never wnt above 65-70c when gaming. It does mean though that hot air is not expelled out of the case unlike the stock coolers. Try to increase case airflow and perhaps have a custom fan profile with something like msi afterburner.
 
My 470 ran between 65-70 idle and like yours between 90 and 100 under load at 100% rpm.

As I understand it your card is running as it should. Your max temp on your card is 110c btw.
 
Rarely seen 90+ on mine other than something daft like furmark, 40-45 idle and 70-80 ingame depending on time of year with reference coolers.

Mmmm after couple repairs of integrated VGA I understand what working temperature should be not over than 50-60-70 max 70, but never on 90!
What if not? - lifetime of VGA goes down...
today graphics lifetime around 2-3-4 years... previously used lower voltage VGA which lifetime was 10...20y.
Anyway fact, run 90c over years and tin will change structure afterwards physical deformation as results - brick, some one tried to fix it by the microwave and ovens, that funny ^^
