GTX 670 and Metro Last Light FPS issue

I am getting extremely bad FPS in Metro LL, as low as 4-7 in game. I've been maxing out crysis 1, FC3 all over 60FPS. What could be the issue? still using 314.22 drivers and the card has no problems.

MSI GTX 670 PE OC, i7 2600, 8GB RAM, Win 7.

Driver issue or Nvidia Control Panel maybe?

As a guess it is probably a setting like msaax8 which kills fps. Or another setting in game maybe ?

Well ran up Metro again, and MSI afterburner. it didn't go over 9% GPU usage.. What could cause that? everything's plugged in, not getting hot etc.
