Hi fellas!

I bought recently used GTX970. Well the card has obvious issues but don't know exactly what.
It starts, gives picture, u can enter bios work in bios, without artefacts, flinch... and when you want to get to windows logo the screen goes black.
I managed to boot up in hirens boot usb and there i did gpu-z, not original drivers loaded but at least i got some info from GPU, mybe someone can give some advice or opinion about issue.

Your images dont show properly.

Its a faulty card though.

Check your power connectors. Only time I've ever had issues with a card that have been fixable is when it's power related. I obviously assume you've got the correct cables and a suitable power supply. Likewise, try another display cable to your monitor, just in case.

Outside of this, probably a faulty card. Lend it to a friend if you don't have a spare PC so they can try it for you in their machine to confirm.

Well I have BeQuiet 700w PSU, with 2 separate 6+2 power connectors. I will try also with Corsair 650w, tried with VGA and HDMI cable, and got same result.

Yeah, had my MSI GTX 970 running from quite a few PSUs over the years, so it looks like you are well covered in that department. Guess running it in another PC is your only option then.

Hope you got it from somewhere you can get your money back?

Also I tried on 2 separate motherboards, one was older with 5200+ AMD and posted in BIOS, no flinch, no blur no artefacts everything was perfectly fine... but when Win Logo should show, nothing, nothing, screen goes blank (does not shut off, but in 30sec or somehting like that message appers "1920x1080 resolution with 60Hz can not be shown".

On second motherboard, with ryzen 1200, did not post at all, VGA LED turned on and would not go further...

Yikes. Unlikely to be a GPU BIOS incompatibility then. Guess the BIOS could have become corrupt, but that seems unlikely to me - unless previous owner tried to flash it and screwed it up. If it was me, I wouldn't even waste time messing around with it - as then you could be accused of breaking it. Just ask for your money back and walk away (if possible, of course.)

Seems weird that one of those tests gave you "1920x1080 resolution with 60Hz can not be shown", though. I take it you've tried multiple display cables using different ports (DP, HDMI) and tried it on different displays (say monitor and TV)?

Monitors are perfectly fine, I use them (2 of them) on my private pc, cables are aswell ok. The guy that sold me card said he took the card from the shelf and said that worked till then just fine (lied probably) (there was sitting for a long time; authors comment), well it was not that expensive, but still, seems not that broken in my opinion, and mybe could be fixed... I will for sure try to flash vBios... got nothing to loose.
Mybe not relevant info but coolers are spinning quite odd, 1 spins for 2 sec and stops and then 2nd cooler spins for 2 sec and stops and so on and on in circle...

In my opinion aswell in that Ryzen setup is for sure BIOS GPU Incompatibility, but works on older setup as above mentioned...
