The VP700P has dual 35a 12v rails allowing a maximum of 636w so it should be enough. It's not 88% efficient, it's up to 88% efficient which is under certain conditions and is not 80+ certified at all. FSP is the oem and have been hit or miss over the years with regards to quality. Personally I wouldn't touch it. A 700w psu for less than £50 is cutting a lot of corners somewhere. Why would you skimp on the psu for such a decent pc especially when another £20 or so get's you a gold rated unit such as the Antec Truepower Classic 650w.

The Earthwatts 650w has triple 12v rails of 22/22/25a giving a maximum of 540w. It was never meant for such high end systems and is quite old now so I wouldn't try running it on that even though it should have enough power.
