GTX graphics card only working in PCIe x4 and not x16

- Ryzen 7 2700x
- Nvidia 1060GTX 6gb
- 32GB Corsair RAM 3200MHz
- Gigabyte B450M DS3H
- Corsair VS650

I have two PCIe slots on my motherboard, one is an x4 and the other is x16.
Both slots work and have been tested with another graphics card (Nvidia 645GTX).

However, the 1060GTX that I wish to use only works in the x4 slot and not the x16 slot.

- BIOS is up to date
- Nvidia Drivers have been reinstalled

Any advice?

Yes, I tested it with a completely different setup which had a x16 slot.
