It all depends on what settings you have it running on.

That's not quite right. Low detailed low res games can max out a GPU on 100% load, it'd just result in hundreds or thousands of FPS.
 
I suppose it might make a difference is vsync is enabled. If it's enabled then the card will only update at your monitor's refresh rate, normally 60fps. If it's not enabled the the card will be working flat out to render as many frames per second as possible, possibly leading to high GPU utilisation.
 
Don't graphics cards run as fast as they can to get the most fps, unless you limit the fps (or vsync on)?

Depends if hes talking about SP or MP.

MP is locked at 85*fps so you shouldn't see that kinda load on a modern GPU, however SP IIRC isn't fps locked but it does have 4-5x the amount going on in any scene compared to MP.

if a game is running at 60-70% GPU usage...

does that mean i can add more effects until i get to 90% and it should have no impact upon performance?

Depends on what you're adding. Increasing texture sizes or AA might well be frame buffer memory limited rather than GPU power limited.

Other effects like motion blur or enhanced water effects might just add to the GPU utilisation.

The only way to find out is to experiment with individual settings in games and see what works for you as the best compromise between visual fidelity and performance.
