gtx560 ti clocking down automatically, this a new thing?

just got a gtx560 ti and have a windows 7 gadget monitoring the temps, fan speed etc, i've noticed it doing something that my old 8800gts didn't do (not at least without the help of the MSI afterburner program, which i'm not using at the moment), but it currently seems to have clocked itself down and reporting as running at 51Mhz/135Mhz @0.95V.

when i run a game or when i first boot into windows, it reports it as 900Mhz/2005Mhz/1.02V which i assume is the normal clocked speed.

this is normal behvaiour, right? i have no issue with it running at a lower speed when it doesn't need to, infact i wondered why i'd never seen it doing this without the aid of software before as cpu's have been doing the same thing with speedstep/cool and quiet for ages now.
