H1Z1: KOTK Game optimisation or hardware problem?

Hi, I'm new here and not 100% sure if this is the correct place to post this, sorry if it's not.

I was hoping for a little help if possible, my CPU is an i5 4460 3.20GHz and my GPU is a MSI Geforce GTX 1070, when I play H1Z1: King of the Kill my CPU is at 95% performance according to the task manager and my GPU is getting pretty hot (84°C), the CPU is about 62-65°C also, I get really bad FPS at times such as in towns 20-30 FPS, other places 100+. In any other game I play the CPU usually reaches a maximum of 30% - 60% depending on the game, settings etc. I can play all games in ultra such as Farcry Primal and get a stable 60 FPS with the CPU running at 50% - 60% (sometimes a little more but very rare). The GPU I bought from overclockers and it was already over clocked, so I'm not entirely sure if the GPU being over clocked is a problem or not. I just wanted to know if people have the same issue with this PC game in the hope it's optimisation, or if it's a component issue and if it is the CPU bottlenecking what CPU I should upgrade to. Motherboard: GA-Z97P-D3
RAM: Corsair Vengeance 16GB 2400MHz
CPU: i5 4460 @ 3.30GHz Haswell
OS: Windows 10 Pro 64-bit

Storage: 2TB HDD/250GB SSD for Windows

Not sure if anything else is needed, apart from cooling I have about 5 120mm fans plus the fans on the components, just purchased a CPU liquid cooler in the hope that'll help.
