as most 350D owners will know there is a noise reduction function in the special menu but it only kicks in on blub mode 30+ second exposures.

Is there a hacked firmware available that allows noise reduction to be applied to all images regardless on exposure speed?

That noise reduction is the long exposure noise reduction, and is not applicable to everyday shooting - that's why you can't select it for the normal exposures. It's not reducing the ISO noise, but rather the stray hot pixels that appear on long exposures. Enabling the menu takes a second frame after you take the shot and subtracts the hot pixels from the first frame.
