hal.dll missing

Guys i have just spent the last few hours trawling the net for solutions to the

""Windows could not start because the following file is missing or corrupt:
<Windows root>\system32\hal.dll.
Please re-install a copy of the above file."

This is on a mates P.C.

So far i have tried using the recovery console to expand and reinstall the .dll i just kept getting access denied.

I took the drive out of his machine put it in mine as a slave drive(i suspected virus) went to open the winnt folder and straight away Nod32 found 3 trojans, i did not write down what they where called.

I started a virus scan but got called away, one thing led to another and i never rescanned it.

In the end i did a repair reinstall, had the pc up and running for about 20 mins.

Mate collects P.C, 30 mins later he calls me, the

"Windows could not start because the following file is missing or corrupt:
<Windows root>\system32\hal.dll.
Please re-install a copy of the above file."

has come back and once again he cannot get into his P.C.

Could this be a virus?

Thanks Dun, pretty much tried all the above.

One more thing, when i had the drive connected to my machine, the Windows folder only contained 1 folder this was called drivers, one of the other folders in the root was called WINNT(i think) this is where my Nod32 picked up on the trojans.
The other folders in there where pretty much what you would expect to find in the windows folder.

This was still the case after the repair reinstall.
 
Hi Robert, this was one of the things i did try, but sadly it did not work.

This all actually started off with "Unmountable Boot Volume" which i curedfirst time, but then the "hal" started afterwards.
