Valve are releasing the Steam Machines with HL3 pre installed. Just not telling anyone until they buy one.

I have my doubts the Steam Machine will be released on time, there might not be enough memory to go around. Might be a good thing though, they'll delay Half-Life 3, or more likely Left 4 Dead 3, until they are able to release the Steam Machine.
Honestly, I don't think for a min we will see HL3 or LFD3.
Also would find it hard to believe that Valve had no idea on the current and incoming RAM prices increases tbh.
Hence why I think they are releasing them at the configuration that they are
