'handshaking' with lynksys router

my mate just told me in the last mins before he buggered off back home, about handshaking with my router, about turning it all off (including pc) and unplugging everything, then putting all cables back in, in a certain time period to get the best connection speed possible

he said it was variant on routers, i have a lynksys ADSL2 router (cable), 2 questions, whats the meaning for handshaking, what does it do and also, how do i do it for my router?

He's talking rubbish. All that messing about will do nothing useful (leaving the modem off for a while might help if you had a stuck IP profile, but you don't need to go through disconnecting everything).
 
im on a 8 meg line, during the day, i get no more than 12kbs (from 4pm to 12 midnight) on torrents and no more than 250 on torrents at night... im with BT btw, is this normal? or is there a way to unlock this and get higher.

For BT Retail, it's not abnormal - they traffic shape bulk traffic to prevent the Bad Things that happen when everyone's trying to download the internet at once.
It's possible you've got a stuck IP profile or some other fault though - what's your connection actually synching at, what's your IP profile set to (BT Speedtester will tell you - see sticky), do you mean kilobytes or kilobits a second.

Change ISP.
