Hard Drives not being picked up in Windows or Bios

Hi All I'm wondering if you can help me out?

PC Specs

OS - Windows 7
Core I5 Intel 3570k CPU
Motherboard Asus P8Z77-V LX
Corsair 8gig of Ram
Corsair CX 750m PSU
R9 390 GPU
SSD - OS
SSD - Programs And Games
Internal Hardrive - Storage Purposes
Internal Hard Drive - Storage Purposes
Internal Hard Drive - Storage Purposes (Connected to a Sata Card)

Senario - Brought a new Hard Drive for Secondary Back Up Purposes to copy data onto this drive as one of my drives was almost full.

I set about by considering using a Sata USB Adapter Cable but that cable was faulty, currently awaiting a new one tomorrow.

So I thought by disconnecting one of my drives to use in place for this new one to copy the data and Windows Picked up the new drive, but rather than having this drive dangling out of my rig I decided to wait for the sata adapter.

And so I shut down my computer and re plugged my drive back in and went back to Windows and for some or know reason, only 3 of my drives where showing!!! Checked in Disk mangement and even BIOS.

So I spent the best part of around 5 hours yesterday meticulously checking all of the Sata Power and Data Cables and then retrying still the same problem.

Even tried today by re striping down my computer disconnecting everything and then retrying - still the same problem.

Also tried connecting that new drive to my computer its not even spinning up likewise with the other 3 drives!

I'm debating its possibly a PSU or a Motherboard Problem, even ordered new Sata Data Cables to rule anything else out.

Can anyone help me out please?

Is the SATA power connected? I recently bought a new PSU for my brother, and the SATA power connectors on it are super brittle, and have just been snapping randomly
 
SATA actually includes way for SATA controller to control spin up of drives.
In big file servers that's used for staggered spin up to avoid possibly very high power draw spike of all drives cranking up at once.
But home computers don't use that feature, so don't see drive not spinning up being caused by that.

If it's only that new drive which doesn't spin up it might well be DOA. (Dead on Arrival)
But that shouldn't affect another drive, at least if that dead drive possibly sending conflicting data to controller isn't connected.
If also another drive doesn't work have you tried different port?


And if that PSU is original for that PC and you use PC lot it would be time to replace it.
With its cheap capacitors it was designed to fail and not last, no matter if there's hyped brand sticker on it.
 
I've ordered a new Sata Adapter and also a Caddie to test, but ultimately I need to get these drives onto a "Working PC".
Its obviously pointing I think to a Sata Controler Board Problem on the Mainboard but I don't know I'm only seeing 3 of my drives and not the others?
 
So after much exhaustion, I took my rig into a computer repair shop and they tested the drives all 3 of them Dead!
Turns out they can be easily fixed the PCB's have failed!
Curtosey of that dodgy Sata Adapter Appliance!
