Hardware Acceleration / OC question

When playing youtube vid's the hardware acceleration makes my card stay at 400/900 until i OC alittle and reset then it idles.

Also is it possible to have your card drop to idle when overclocked? i always used to OC before i gamed and reset after so it would idle, is it safe doing that?
