I'm looking at building a new server and wish to implement a RAID 5 array.

I'm assuming that hardware RAID cards are better than software because they remove the (potentially large) overhead from the CPU, as its computed on board the controller.

The question is, what controller to use??

I've looked at the Promise TX4650 and TX4310 but apart from one being pci and other being pci-e i cant tell any difference!

Can you recommend a decent hardware controller please :)

Do you need SAS support or is it just SATA?

Take a look at some of the LSI cards, they seem to be doing some decent cards at very reasonable prices now.

Take a look at the LSI range then, the Highpoint RR3000 series is pretty decent but not sure of prices. If you have a compatible board though a Dell Perc 5/i off eBay can be a good buy if you can get a cheap one.
