Harmony elite and Fire TV

I have the following equipment:

- TV (Panasonic Viera TX-L47ET5B)
- AV Receiver (Denon AVR X2000)
- Fire TV stick
- Harmony Elite

The Fire TV stick is connected to an input on the receiver. The TV is connected to the receiver via HDMI port 2 on my TV. I have created a 'Watch Fire TV' activity on my remote (Harmony Elite) which consists of powering on all three devices (although it doesn't actually turn the fire tv on as it's always on), setting the TV to HDMI port 2 and setting the receiver to the media player input.

This works fine, but only if the FireTV is already turned on (or not in sleep mode). 90% of the time the device is in sleep mode though. To wake it up from sleep mode I need to press a button mapped to the FireTV. As soon as I do that, I can see the FireTV wake up (good), but then a split second later the receiver switches back to the tv audio input. I have no idea why it does this.

I've read that having CEC on can mess with devices, but I can't turn CEC off on my TV as if I do it also disables the ARC so I can't use my surround sound for my TV.

Any ideas on how to stop it switching back?
