I doubt it's the fans that can't cope. I was having a play with a RROD 360, opened it up and removed all of the tunnelling and ducting for the heatsinks.
Turned it on and after a few minutes, the fan speed increased quite dramatically meaning that under normal use, they're not working at anywhere near full capacity. I've never heard the fans in my Xbox ramp up through heavy use.
I did see an interesting link a few years ago regarding the heatsink ducts, and where if they actually covered the majority of the heatsink, would help to pull air across the entire surface area rather than just pulling the air in at the very end where it meets the duct.
My console is out of warranty now so I'm tempted to pull it to bits and extend the cooling tunnel... as well as cutting away the silly restrictive guards at the back of the unit.
