It depends on the car and the route they've taken with the chain, but usually - yes.

Cutting anything, including the chain or padlock will constitute as damage whether you replace it or not - you mustn't do this.
 
surely if you cut the clamp off, sling it in a hedge and drive off... all out of sight, they stand no chance of catching/fining you?

i know its unlikely, but still :D
 
Depends on the clamp.

I once removed a clamp useing a Bolster and lump hammer.
The padlock was on the front half way up so just smacked it:)

I was clamped illeagaly on private land. The person who put the clamp on my car did not hold a SIA licence and refused to remove it so I did.
 
It would have to be a proper micky mouse job to be able to just take the wheel off. 99% of the time it is chained around the shock or similar as well.

Yes, it can be removed without damaging the car as well.
 
If it's out of sight, cut it off, take it with you and dump it in the sea/off a bridge, and claim your car was never clamped, and either some kind soul or anglegrinderman must have come and cut it off for you.
 
I was clamped on private land a few years back in the Baja by a bunch of cowboys. I had permission from the land owner to park there!

They'd wrapped it around my suspension arms.

However it wriggled loose, and I could tie it to the front bars, so I drove off.

Removed it elsewhere buy dismantling the suspension arms from the spindles.

I sent it in the post back to them, but they refused the delivery.

Lucky really, as it came in quite useful.
