Has my motherboard given up?

Just looking for some advice please.

Today I replaced my am2 5000+x2 with a am2 phenom x4. Before purchasing the cpu I checked the compatibility on msi's website and the phenom was compatible and used the same version of bios that I already had installed.
After I had put the new cpu in, my pc wont boot. All the fans start up but I don't get the usual bleep before my monitor comes out of standby.
I took the new cpu out and tried the old one and it's the same situation.
Also once I have turned the pc on from the button on the front, it wont power down by holding the same button in, I have to use the switch on the power supply on the back.
All this makes me think my motherboard has given up? My ram and graphics card are less than a month old so they should be ok.
What logical steps should I be taking to narrow down the problem?

If clearing cmos doesn't work you could stick the old cpu back in and see if it works. If it does then it's likely the cpu has caused the problem and a bios update would be needed.
