Has something changed recently with Paypoint?

I never carry cash and always pay with card when I go to the local shop and have done for past 11 years I've been going there.

My dad just went today to top up the electric meter and they are refusing to take card payments for any kind of top ups or lottery forcing him to take money out of the cash machine.

Have they introduced new charges or terms or is the shop trying to pull a fast one?

Go to a different shop. I imagine they're up to no good, especially given your location. I had similar from a shop in Gt Harwood many years ago.
 
It's retailer dependent. The amount they get paid for a paypoint "top-up" is often less than the amount they get charged in commission for taking a credit card payment, and eventually some decide that the loss is not worth the incentive of paypoint bringing people into the store.

Also, they may have been caught with some serious chargebacks related to topping up prepaid cards with stolen cards, and just decided to only accept cash.

Probably get paid if the cash machine is used, my local store wouldn't do cash back for this reason
