Has Steam recently been going down for anyone else?

Title, it's down right now and seems to go down 2-3 times a week recently.

Unless I'm missing something, I can't seem to log in on just offline mode. I'm quite surprised by this and never thought my ability to play my games would be at the complete mercy of Steam being online.

in order to start Steam in offline mode, you need to have previously connected your PC to the Internet and successfully logged in to Steam. The "Don't save account credentials on this computer" setting must have been turned off when you did so. If you haven't already done this then there's nothing you can do to start Steam without an Internet connection.

So if you want your Steam to be able to play in offline mode, you must not have your login stuff saved for easy login. So no offline mode or type in your full usename/password everytime you load your PC, it's quite a stupid catch 22 choice really and very outdated.
