Has the "Create a recovery disc" feature been pulled from Vista SP1

I seem to remember a new feature that was going to be included with Vista SP1 called "Create a recovery disc", this feature would create a bootable CD/DVD that contained a slimmed down version of Vista that enables users to use the recovery consul of the Vista install disc, even if you don't have the Vista installation media, this feature was located in Start > All Programs > Maintenance > Create a recovery disc, the thing is, this feature doesn't show up on three Vista systems that i have just updated to SP1.

Has anyone had this feature installed along with SP1? also, does anyone know if this feature has been pulled from the official Vista SP1 release?

The Vista recovery disc only allows you to repair the boot files and run certain diagnostics utilities that are available on the retail and OEM installation media, the problem is, if you purchase a PC from a large company you don't get the Windows media as Windows comes preinstalled on such machines, hence the "Create a recovery disc" option.

but they should give u a recovery disc to restore the system... because if windows fails how will u restore it....
