This game is confirmed as a current gen game. I highly doubt it will come out on the PS3 and PS4.

So yeah it was running on a high end PC.

If it's coming out on PC and people are saying it was far too good for PS3, then the obvious answer is it was just running on PC.

Considering it was running on a high end PC nothing really looked 'next gen'. Lots of tricks used to keep the performance levels up (such as the insane blur).
They also ran without a decent level of AF and AA (the fence..it looked horrible!) and the grass/weeds looked like 8 year old sprites.
