Has Windows deleted all photos?

My mother being the fool that she is decided to upgrade her Windows 7 to Windows 10 without backing up her files. Consequently, she found upon restarting that all her photos were missing. However, they were found residing in an the Windows.old directory, and were then moved back to the Pictures folder. However, upon restarting the system once more, they were missing! So, she restored back to Windows 7 to find they were still missing. Have they been deleted permanently??
 
No luck on .jpg search (or recycle bin), and although I can't be sure it seems based on HD space available (i.e 90% of it) that they can't be there. I'm not sure how much HD space they took up, but she did have dozens of folders so it wasn't insignificant.

Also use the app "photorec" (comes with testdisk).
It and recuva, are pretty fantastic.

Edit: On Recuva, just have it scan C for all file types, rather than just jpg.
