Hash Based File Deduplication?

I have two data sets, a full and a partial. I want to compare the partial to the full and copy out what's left. Best free app to do this? It must be hash based, file name isn't good enough.

I think SyncToy can compare the contents of files to see if they are the same. It is not a default so you would have to check the options.
