Haswell or wait for ivybridge e?

Without knowing what you want your system for its impossible to answer.

For a gaming rig Haswell is the obvious choice, but given that you are even thinking of Ivy-E leads me to assume you are doing more CPU intensive applications?
 
Ivybridge e will cost a fortune like the current 3960X, If you have money to burn go for it, If not then get haswell, Not as bad as everyone keeps crying about :)

The bunny has 'hit the nail on the head' as they say, haswell is currently the best choice for gaming/general use, IB-E will be nice for anyone with too much spare cash or people who really need a shed load of cpu power.
 
IB-E will be on Socket 2011, which judging from Intel slides will be the last 2011 CPU. Meaning come Haswell-E it'll be new mobo time.

Haswell is on a new socket that looks like it'll be good for a while, with the haswell refresh begin on it and allegedly Broadwell in the future, which is always nice for the future.

But as said if it's just for gaming mainly and standard PC stuff Haswell is easily enough.

Ivy-E will be much mroe suited to rendering/video stuff. Although if you plan on multiple GPUs Ivy-E may be a better choice with 40 pci-e lanes.
 
X79 + 4820K will be similar price setup to Z78 + 4770K.

With the X79 + 4820K you get more cache on the CPU, Quad Channel Memory, Full PCI-E Lanes for GPU's. Rumored to be soldered tim on the X79 Ivybridge -E chips (Better for temps). Option to add CPU with more cores later on..

I would def go for a X79 mobo and 4820K over the Z78 + 4770K.
 
As said it depends on what you are running now. I am going Haswell as my current system is a Q6600 so will see an improvement if you have an i series cpu I would wait.
