Have to wait 5 mins to turn pc back on again???

Ok. I made a post earlier with my pc just flashing the vga light. I’ve come back from work and it’s decided to work. The only problem is that every time I turn it off I have to wait around 5 mins to turn it back on again. Does anyone know what causes this?
