Unless it's just me i've noticed that if you just click the main squares of the item like the fire hydrants or traffic lights and don't try and accurately get every part of the outline then it seems to work for me now 99.9% of the time, unlike the early days when it was a constant source of frustration.
 
It's only there as a free source of training the AI to spot fire hydrants, traffic lights, bridges, buses, etc.
