Having a nightmare trying to create FreeDOS BOOT Floppy disks

I've downloaded the 1.44MB floppy version of FreeDOS which comes in six files that I unzip. I use PeaZip to unzip and extract the floppy images and then I write the images to six formatted 1.44MB floppy disks but when trying them they don't boot, the files copy fine to the floppy disks but they aren't bootable on any system?

Floppy disks are new and fresh and there are no problems with the floppy drives I've tried them in.

I can download and copy DOS 7.1 to floppy just fine and those work but I can not get FreeDOS booting from floppy?

Are you just copying the files? I seem to recall you had to format a floppy and specifically click a check box (use a command line option) to make it bootable. Of course that probably doesn't explain why 7.1 works but not FreeDOS
