Having problems with 1080ti on POST

I've recently treated myself to a Asus ROG Maximus Hero XII and an Intel Core I9 10900k and a shiny new monitor, a ROG Strix XG27UQ, thanks Overclockers, Great service as always!

No other components in my system were changed and I've done a fresh install of Windows to keep everything happy shiny.
Not long after doing the ugprade though, the motherboard no longer detects my GPU (an Nvidia 1080ti) on boot, I get one long beep and 3 short meaning no GPU detected.
After a few seconds, windows will boot up, the GPU is detected and everything works nicely.
This will happen consistently if I restart Windows or on a fresh power up.
I never had a problem pre-upgrade, using an Asus Z170 Sabertooth Mark 1 and an I7 6700K.
The strange thing is that after I did the rebuild, it was working fine and this has only recently started happening.
I've tried moving the GPU to a different slot on the mobo, I've tried only connecting 1 of my 3 monitors but neither of these make a difference.
The BIOS is set to use PCIE as the first GPU so there shouldn't be a problem there.

I had a suspicion that it might have been a PSU issue, I have a 1000W PSU which while should be more than enough to power the system, my thinking was that it wasn't able to supply the power draw from a reboot (I'm guessing the system pulls more power quickly and the PSU was having trouble keeping up).
To attempt to test that theory, I started a Cinebench r20 and Superposition benchmark at the same time. CPU power usage jumped from 30-40W to 230ish and GPU from 60 to 270. Nothing fell over so I guess the PSU is fine.

I don't know whether it's related or not, but I'll mention it anyway. I've having a helluva time trying to get my Oculus Rift CV1 working on this system as well. While the Oculus software shows everything with a green light, as soon as I start to use the headset, it'll intermittently disconnect and various sensors will start turning orange to show that it's not got a good connection or show as USB 2....despite all the ports on the back of the PC being being USB 3.1 or 3.2.
 
If the card still works perfectly fine in another PC then it is the board, probably the BIOS.

Jumping on a new mobo tech at launch has always been quite brave.
 
For this looks like a problem with the motherboard. Update your motherboard to the latest bios for a start. I would also make sure that you use separate pci power cables to power you graphics card and don’t daisy chain them
 
sounds like a mobo issue as you have tried a different slot and new psu etc and your rift seems ton be having problems as well.

Is the bios fully up to date?
 
I upgraded from HERO VIII with 6700K to same board, same CPU, 1080Ti (Asus STRIX). Same problem. Also when I shut down PC it wouldn't completely shut down (fans still spinning and lights still on). Persevered with it for a few months as I could get to BIOS using onboard video and hoped maybe a BIOS update would help but never did. Bought a new power supply (EVGA 1000G5) and also didn't help. I use separate PCI power cables to GPU.

POST failed about a month ago. Sent it back as still under warranty and they said board was faulty . They replaced the board and CPU (reckoned the board had caused CPU failure). I received new board/CPU today but have same problem and board won't boot to windows. This time it does POST but then reboots in a loop when trying to load Windows or when attempt to boot from windows boot USB (attempted to reinstall windows). Transferred GPU and drives back to my hero viii and its back up and running.

Never had any problems with ASUS hardware but this has been a disaster.
